Philippa Whipple, QC, Lead Counsel
Philippa Whipple is lead counsel to the Inquiry. She practices from chambers at 1 Crown Office Row, Temple EC4. Her practice includes judicial review, human rights, clinical negligence, inquests, and tax. She was formerly a solicitor at Freshfields Bruckhaus Deringer LLP, before becoming a barrister in 1994. She took silk in 2010. She sits as a Recorder in the Crown Court, and as a deputy High Court Judge in the Administrative Court.
Nicholas Moss, Junior Counsel
Nicholas Moss is a member of Temple Garden Chambers. He was called to the Bar in 1995 and is on the Attorney General’s A Panel of Civil Advocates. He was Junior Counsel to the Baha Mousa Inquiry and has appeared and advised in several other major public inquiries (Billy Wright, Bloody Sunday, BSE and Rosemary Nelson) as well as the recent Nimrod Review. He is instructed in inquests concerning deaths in prison custody as well as military deaths, for example the Collinson inquest (Deepcut) and the Gentle inquest.
